Sakhalin Energy Investment Company Ltd.

Sakhalin Energy Investment Company Ltd. (Sakhalin Energy) is developing the Piltun-Astokhskoye oil field and the Lunskoye gas field off the north-eastern coast of Sakhalin. Its activities include production, transportation, processing, and marketing of oil and natural gas.

The company operates under the Production Sharing Agreement (PSA) signed between Sakhalin Energy and the Russian Federation (represented by the RF Government and Sakhalin Oblast Administration) in June 1994. This Agreement was the first PSA in Russia.

Sakhalin Energy shareholders include:

·        Gazprom (50% plus one share);

·        Royal Dutch Shell plc (27,5% minus one share);

·        Mitsui (12.5%);

·        Mitsubishi (10%).

The сompany’s major assets include:

·        three offshore oil and gas platforms: Piltun-Astokhskoye-A ( PA-A / Molikpaq), Piltun-Astokhskoye-B (PA-B) and Lunskoye-A (LUN-A);

·        transsakhalin pipeline system;

·        onshore processing facility;

·        booster station;

·        oil export terminal;

·        liquefied natural gas (LNG) plant;

·        two gas transfer terminals (the gas transferred via these terminals is supplied to consumers in Sakhalin Oblast and elsewhere).

Oil

Sakhalin Blend is a new oil grade introduced by Sakhalin Energy to the Asia-Pacific region in 2014. It is a light, low-sulphur oil blend. In 2018, the company shipped 3.98 mln tons (approximately 29.29 mln barrels) of this oil. In total, 11 companies from four countries purchased the oil blend in 2018. Products were delivered through 21 transit and destination ports in Japan, China, South Korea and USA.

The share of oil blend exported by Sakhalin Energy to the Asia-Pacific region accounted for 0.34% of the total volume of oil consumed in the region.

Liquefied Natural Gas

In 2009, Russia's first liquefied natural gas plant built by Sakhalin Energy was launched. 

In 2018, Sakhalin Energy continued to ship LNG cargoes to Japan, South Korea, Taiwan, and China. The list of LNG buyers also includes gas distributing, power generating, and trading affiliates with various volumes of demand. The company worked towards the increasing of the number of potential customers in the Asia-Pacific region. In particular, negotiations were first initiated on the conclusion of direct framework agreements for the sale of LNG with Chinese companies. Thus, a direct framework agreement with PetroChina — one of the largest LNG customers in China — was concluded in 2018.

Sakhalin LNG accounted for 4.8% of total LNG demand in the Asia Pacific and about 3.6% of global LNG demand.

Natural Gas

In 2011, Sakhalin Energy began supplying natural gas to the Gazprom pipeline system through two gas transfer terminals. The North GTT transfers the Sakhalin-2 gas into the Sakhalin-Khabarovsk-Vladivostok pipeline, while the South GTT supplies gas to Sakhalin consumers, including Yuzhno-Sakhalinsk Cogeneration Plant No. 1.

The total gas supply in 2018 amounted to over 1.12 bln cubic metres.
